<h4>Accessing WVDP VoteBuilder</h4>The West Virginia Democratic Party (WVDP) Voter File, VoteBuilder, is a tool available to all Democratic County Parties, candidates, and partners in good standing. VoteBuilder is considered the gold-standard of campaign technology for voter contact and volunteer management. VoteBuilder provides users access to not only the voter file data from each County Clerk, but also to powerful score modeling and consumer data to help us target the right people.Each County Party, campaign, or partner is given access to their own committee to engage in voter contact and volunteer management. The information generated by these groups is unique to each committee, and proprietary for the duration of the cycle. At the end of each calendar year, WVDP’s data team incorporates the collective data of all committees to improve the overall data for all VoteBuilder users, in this way making the use of the tool cooperative.&nbsp;In an effort to ensure quality access, fair cost, and accountable use, the WVDP is instituting the following <a href="/58251e73-0cb4-4ea8-8971-3acddc66c794">VoteBuilder policies</a> for the 2026 cycle. WVDP reserves the right to add, remove, or change any of these policies as deemed necessary throughout the cycle.

<h2>Campaign Finance Reports Due April 1–7</h2><h4>Candidates and committees across West Virginia must file their 2026 1st Quarter Campaign Finance Report between April 1 and April 7.</h4>This report covers financial activity from:January 1, 2026 – March 31, 2026 ￼<h4>Who Must File</h4>You are required to file if you are:• A candidate with an active campaign committee• A pre-candidate raising or spending money• A political action committee (PAC)• A political party executive committee• Any committee that has not yet closed out with a final reportNote: Candidates for executive committee do not file campaign finance reports. ￼<h4>What Must Be Reported</h4>Your report must include all financial activity during the reporting period:• Contributions (monetary and in-kind)• Loans received• Expenditures• Unpaid bills• Fundraising activity• Any other income or financial transactions ￼<h4>How to File</h4>• State-level candidates and committees must file electronically through the <a href="https://cfrs.wvsos.gov/public/home" target="_blank" rel="noopener noreferrer">Campaign Finance Reporting System</a> (CFRS)<a href="https://cfrs.wvsos.gov/public/home">https://cfrs.wvsos.gov/public/home</a>• <a href="/a71d481c-9a1d-4a65-aa78-5f3553095126">County</a> and municipal candidates file using paper forms with their local filing <a href="/a71d481c-9a1d-4a65-aa78-5f3553095126">officer</a> ￼<h4>How to Report Transaction Fees (ActBlue, Credit Cards, etc.)</h4>When reporting online contributions, always report the full amount the donor gave and list any processing fees separately. The Commission found that a Speaker cannot take on outside work connected to legislative interests without creating an unavoidable conflict of interest or the appearance of impropriety, or both, and that neither disclosure nor recusal is enough to fix that problem.

Ryan Frankenberry is a native West Virginian who grew up in the orchards of South Berkeley County. He is a senior political and governmental executive with over 25 years of experience building and leading large-scale operations, with deep expertise in institutional restructuring, modernization, and high-stakes strategic execution.He began his career with the U.S. Coast Guard in 2000 and later served in the West Virginia Attorney General’s Office, FEMA Region III, and the West Virginia House of Delegates. Early in his political work, he organized at the county level and was appointed to the ballot as the Democratic nominee for Berkeley County Commission in 2006, grounding his career in grassroots volunteer organizing.Ryan has led or advised campaigns at every level of government, including winning statewide and congressional races, and has provided strategic direction to candidates across federal, legislative, county, and local offices.From 2013 to 2017, he served as Political Director for AFT-West Virginia, leading legislative advocacy and political strategy during a period of significant political change.As State Director of the West Virginia Working Families Party from 2017 to 2022, Ryan played a key role in shaping political and communications strategy during the 2018 West Virginia Education Strike, coordinating closely with educators, labor leaders, and legislators throughout the effort. We affirm our commitment to these principles as updated, which areas follows:Six Basic Elements of an Open Party1. All public meetings at all levels of the Democratic Party in each state should be opento all members of the Democratic Party regardless of race, sex, age, color, creed,national origin, religion, ethnic identity, sexual orientation, gender identity andexpression, economic status or disability (hereinafter collectively referred to as“status”).2. No test for membership in, nor any oaths of loyalty to, the Democratic Party in anystate should be required or used which has the effect of requiring prospective orcurrent members of the Democratic Party to acquiesce in, condone or supportdiscrimination based on “status.”3. The time and place for all public meetings of the Democratic Party on all levelsshould be publicized fully and in such a manner as to assure timely notice to allinterested persons. The Democratic Party, on all levels, should support the broadest possible registrationwithout discrimination based on “status.”5. In that Charter, the Party mandated that all state parties adopt and implement affirmativeprograms to provide for representation of historically underrepresented diversity groups asindicated by their presence in the Democratic electorate and that the program shall includespecific goals and timetables.On March 15, 2021, the WV Democratic Party (“WVDP”) adopted Bylaws with a provision forthe WVDP Affirmative Action Committee (“AAC”) made up of elected co-chairs from each ofthe diversity caucuses. In the newly adopted Bylaws, Article VIII, provided that the AAC shalldraft, and the Executive Committee shall promptly adopt an Affirmative Action Outreach Planthat will increase opportunity and diversity in the WVDP and provide for representation on theExecutive Committee as nearly as practicable of the historically underrepresented groups, asindicated by their presence in the Democratic electorate based on data derived by the DNC, andthat the program shall include specific goals and timetables. Article VIII also provided thatdiversity caucuses will choose their leadership.During the month of May 2021, the following diversity caucuses were formed: Black, LGBTQ+,Persons with Disabilities, Senior, Women, and Youth. <h2><a href="https://drive.google.com/file/d/1axMYU-f1DC1WBC3DdMGzq3pM8XoJuIoU/view?usp=share_link" target="_blank" rel="noopener noreferrer nofollow" style="color: var(--color-text)">Bylaws of the West Virginia Democratic Party</a></h2><h4>Preamble</h4>It shall be the policy of the Democratic Party of the State of West Virginia to foster equal opportunity for all individuals to participate and serve in party offices and functions regardless of sex, age, race, color, creed, religion, sexual orientation, gender, national origin, gender identity, ethnic identity, ancestry, economic status, and persons with disabilities.<h4>Party Name and Emblem</h4>The Party’s name shall be “The Democratic Party of the State of West Virginia” and its official continuing governing body shall be known as “The West Virginia State Democratic Executive Committee” or “WVSDEC” or “State Executive Committee.” The emblem of the “Party” shall be the donkey.&nbsp;<h4>Introduction to the Bylaws</h4>These Bylaws shall govern the organization and conduct of the business of the Democratic Party of the State of West Virginia. The Democratic Party of West Virginia shall conduct its affairs in accordance with the Democratic National Committee Charter and Bylaws. These Bylaws shall be formally adopted by all county organizations in the state and shall control all levels of party organization in all counties. Each county organization may adopt such supplementary bylaws as they deem necessary, in so far as they do not conflict with the state party bylaws and do not abridge the lawful political rights of any person. <h2>WV Democratic Party Slams Speaker Hanshaw’s Ethical Breach, Calls Out Hypocrisy and Abuse of Power</h2>PRESS RELEASEFor Immediate Release March 25, 2026CHARLESTON, <a href="http://W.Va">W.Va</a>. - The West Virginia Democratic Party today condemned House Speaker Roger Hanshaw for what can only be described as a blatant abuse of power—using the authority of the Speaker’s office to advance legislation benefiting a controversial data center project, only to then turn around and represent that same developer as an attorney.Recent reporting has raised serious and unavoidable questions about whether Speaker Hanshaw violated both the letter and spirit of West Virginia’s ethics laws. Yet rather than address these concerns head-on, apologists have attempted to excuse the Speaker’s conduct by arguing that he should be treated no differently than any other member of the Legislature.That argument is <a href="https://www.wvnews.com/statejournal/news/ethics-commission-was-right-on-wvea-question/article_09f40ced-082e-5e1c-8175-1ee004db48c1.html">not only wrong</a>—it has already been rejected by the <a href="https://www.wvgazettemail.com/business/ethics-commission-confirms-thompson-decision/article_461830eb-a23f-5b93-8eed-c321f0803b3a.html">West Virginia Ethics Commission.</a>In 2012, then-House Speaker Rick Thompson did what any public servant committed to ethical leadership should do: he sought guidance from the West Virginia Ethics Commission before continuing outside employment. The Commission ruled that he could not simultaneously serve as Speaker while working as a staff attorney for a teachers union, explicitly recognizing that the Speaker’s role carries heightened ethical obligations due to the immense power of the office.Unlike rank-and-file legislators, the Speaker of the House controls the legislative agenda, appoints committee chairs and members, and wields authority over the powerful Rules Committee. The Ethics Commission made clear that with that power comes a higher standard—not a lower one.Speaker Thompson respected that standard. Speaker Hanshaw ignored it.“Speaker Hanshaw didn’t just blur the line between public duty and private gain—he erased it,” said West Virginia Democratic Party Chair Mike Pushkin. “And instead of doing the responsible thing and seeking an ethics opinion, he acted like the rules simply don’t apply to him.”Pushkin continued: “We’ve seen this playbook before—from Donald Trump on down. Govern like a king, not a servant. Use public office for private benefit. Then when you’re caught, claim the rules don’t apply to you.
